UV and PPS-C Forge Historic Collaboration for Senior Officer Training Program

The University of the Visayas (UV) and the Philippine Public Safety College (PPSC) have entered into a groundbreaking partnership with the signing of a Memorandum of Agreement (MOA) on August 12, 2024. This significant event, held at the Inday Pining Building's Boardroom on the UV-Main Campus, marks the first-ever collaboration between these two esteemed institutions.
The PPSC, known for its role as an educational umbrella organization, encompasses five key constituent institutes: the National Police Training Institute (NPTI), the National Fire Training Institute (NFTI), the National Jail Management and Penology Training Institute (NJMPTI), the National Forensic Science Training Institute (NFSTI), and the National Police College (NPC). The partnership specifically involves the NPC, which is led by Director Dr. Romeo S. Magsalos.
The MOA between UV and NPC paves the way for the "Learning and Development Program," a specialized training initiative aimed at enhancing the skills and knowledge of senior uniformed officers. University President Dr. Conrado E. Iñigo Jr. expressed his enthusiasm for the collaboration, commending the proactive efforts of Dr. Magsalos and his team.
"This program is a significant step in advancing the capabilities of our officers in the allied police and the police force," Dr. Iñigo remarked. "We are excited to embark on this partnership, which I believe will result in meaningful joint initiatives that will benefit our stakeholders and the nation."
The partnership will see 45 senior officers participating in the program, with an expected duration of up to 10 months. The Public Safety Officers Senior Executive Course (PSOSEC) 2024-04 President, Atty. Gerald Ace J. Pelare, noted the importance of this program during a brief interview, emphasizing the comprehensive training and development it will provide to the officers.
The ceremonial signing was attended by key figures from both institutions. Representing UV were Dr. Iñigo, Vice President for Finance and Quality Management Systems Dr. Rosemarie Cruz-Español, Vice President for Administration Mr. Elmer Ocaba, Community Extension Program Director Dr. Jezreel M. Tanilon, and Dean of the College of Criminal Justice Education (CCJE) Dr. Donald B. Narra. On the PPSC side, NPC Director Dr. Magsalos was accompanied by NPC-Cebu Campus Director PLTCOL. Ronald L. Maala, Research and Academic Affairs Division Chief Atty. Noel M. Capulong, PSOSEC 2024-04 Learning Manager Prof. Jhamine B. Rodriguez, and PSOSEC 2024-04 President Atty. Pelare.
This collaboration marks a new chapter in the development of public safety education in the Philippines, promising to yield significant benefits for the country’s law enforcement and public safety sectors.
